Job Description

Duties and responsibilities

Under the overall guidance of head of office and under the direct supervision of the protection officer, the incumbent will:

  • Assist in the development of appropriate registration strategies and methodologies in compliance with the overall protection strategy, ensuring that registration standards are met
  • Plan, organize and manage day to day registration activities
  • Coordinate registration activities within Sub-Office Kirehe and with other offices in Rwanda
  • Coordinate the technical aspects of voluntary return of refugees from Kirehe; assist in the return/departure arrangements and provide statistical reports
  • Monitor population movements, trends and generate reports
  • Whenever required, assist in the design and implementation of registration related operation-specific SOP in accordance with applicable standards and policies
  • Contribute to the designing and implementation of appropriate procedures and systems for continuous improvement in the quality registration data
  • Conduct regular data quality and audit checks to monitor the accuracy of data collected, and as a tool for identification and prevention of fraud
  • Contribute to the design, implementation, and monitoring of procedures for the identification and referral of persons of concern with specific needs who may require follow up and protection interventions
  • Assist in liaising with government authorities and partners as necessary for the delivery of material and cash-based assistance and other programming and protection needs
  • Build the capacity of national staff in understanding and working on registration methodologies, use of technology and applying standards
  • Prepare weekly, bi-monthly and monthly statistical reports on refugee population with age and gender breakdown
  • Prepare weekly lists of refugees willing to be facilitated with their voluntary return
  • Ensure registration of all new born refugee babies in the database
  • Sharing with key partners on a monthly and/or needs basis, lists of refugees entitled to receive assistance

Essential minimum qualifications and professional experience required

  • Possess a University Degree in Information Technology or Social Sciences, International Relations, Law or related field.
  • Prior experience in registration or individual case management, including use of UNHCR ProGres software
  • Working experience in operations marked by voluntary repatriation activities will be an asset
  • Knowledge of English and UN working language of the duty station if not English.
  • 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1-year relevant experience with Doctorate degree

Position Competencies

The candidate should have full proficiency, written and oral and excellent reporting skills in English language along with the ability to analyze large amount of data and information to condense it into meaningful and articulate reports, also with proven relevant experience on same/similar positions. His/her work would entail following on the reporting provided by relevant Sections/Units.

It will be considered as an asset if the candidate would have the below technical knowledge, skills, managerial competencies or other personal competencies relevant to the performance of the assignment.

  • Team and performance management
  • Problem solving ability
  • Strong understanding of the principles of and concepts of international protection and UNHCR
  • Technical knowhow of registration, operational data management or information management
  • Familiarity with planning, programming and implementation of registration operations
  • Excellent spoken and written English skills and working knowledge of a local or regional language
  • Excellent reporting skills
  • Good knowledge of UNHCR Manual and Operations in general.
  • Completion of UNHCR learning programmes or specific training relevant to functions of the position.
  • Knowledge of additional UN languages. Besides very good analytical and reporting skills, the candidate should have proven record of good cooperation and teamwork orientation. Knowledge of the supply function, other UN languages, business analysis software systems and/or UNHCR corporate software systems would represent additional assets.
