JOB DESCRIPTION

UNDP is the development arm of the United Nations system, with offices in 180 countries. Globally the organization employs 17,000 people and manages a budget of USD 5 billion each year. The UNDP office in North Macedonia employs a team of 71 and currently manages a portfolio of projects in inclusive prosperity, environmental protection, and good governance worth over USD 15 million per year.

Within the Inclusive Prosperity Unit, the Creating Job Opportunities for All – IV project supports the implementation of the National Operation Plan on Active Employment Programmes and Measures, and Labour Market Services. The programme is implemented in close collaboration with the Ministry of Labour and Social Policy (MLSP) and Employment Service Agency (ESA).

The programme provides technical and implementation support to the following active labour market measures: self-employment for people with disabilities, training for professional qualifications and skills according to employers’ needs, on-line training for different digital skills, and measures under the Care Economy programs such as the Community Works Programme, Training and employment of persons to provide community care services for persons with disabilities and persons with chronic illness in the community, as well as Entrepreneurship support for establishment of legal entities that will provide community care services.

The project has strong synergies and complements the Creating Job Opportunities for All – Main phase Project supported by Swiss Agency for Development and Cooperation (SDC) which provides creative solutions and new approaches in addressing the problem of unemployment of youth, Roma and people with disabilities by tackling institutional and non-formal barriers and drivers of exclusion.
In order to ensure effective implementation of the project, UNDP plans to engage a Project Analyst who under direct supervision of the UNDP Head of Inclusive Prosperity Unit will be responsible to guide the project staff and offer them continuous support towards achieving the expected project results.

Duties and Responsibilities

The incumbent’s duties are outlined below and will be fulfilled in line with prevailing UNDP rules and procedures as well as with due respect given to the UNDP internal control framework.

Summary of core duties and responsibilities shall include the following:

  • Effectively manage a project team to ensure timely and quality delivery of project outputs
  • Maintain collaborative working relations and partnership with the national counterparts i.e. Ministry of Labour and Social Policy, Employment Service Agency and other relevant institutions as well as international organizations, donors and other partners through effective communication, consultation and reporting
  • Ensure provision of high-quality policy advice to the Government and relevant national institutions and facilitate knowledge building and management through establishing a robust monitoring system
  • Create synergies with other income generation or inclusive prosperity initiatives in the country or other UNDP initiatives to maximize the project impact
  • Ensure effective mainstreaming of gender equality

Effectively manage a project team to ensure timely and quality delivery of project outputs

  • Supervise and guide the project staff and short-term external consultants to ensure timely achievement of project results and undertake credible performance assessment
  • Develop detailed project work plans for implementation of project activities, ensuring active engagement of all relevant stakeholders
  • Mobilize goods and services to implement project activities, including drafting TORs and work specifications
  • Monitor regularly and collect different data during project implementation that will be valuable for preparation of progress report and present the impact of the project results
  • Prepare regular progress and annual reports of the project (progress against planned activities, financial expenditures etc.) in agreed format with the Ministry of Labour and Social Policy
  • Ensure timely submission of progress reports, prepare background documents and background documentation and ensure timely organization of Project Board meetings
  • Manage and monitor the delivery of the financial resources
  • Ensure appropriate filing and availability of required documentation for the audit purposes
  • Perform all tasks in ATLAS Management Information System related to the Project Manager position

Maintain collaborative working relations and partnership among key project partners and donors, through effective communication, consultation and reporting

  • Maintain close working relations with the key national partners Ministry of Labour and Social Policy, Employment Service Agency, Agency for Promotion of Entrepreneurship and other institutions and agencies relevant to the project
  • Prepare thematic reports that analyze specific issues emerging from the project implementation
  • Ensure effective communication of the project results in close collaboration with UNDP communication specialists
  • Maintain effective linkages with the international organizations, including by preparing project briefs presenting project results
  • Establish effective linkages with other UNDP programmes and projects and with other initiatives in the sector with a view to developing substantive partnerships and generating synergies
  • Assist Inclusive Prosperity Unit in its resource mobilization efforts

 Ensure provision of high-quality policy advice to the Government and relevant national institutions and facilitate knowledge building and management through establishing a robust monitoring systems

  • Support capacity development of national counterparts through transfer of generated knowledge i.e., procedures, manuals, guidelines and systems for implementation of ALMMs
  • Use evidence-based approach and collection of data to provide quality policy advice to the project partners
  • Take lead in creation and implementation of a system for systematic monitoring and impact assessment of ALMMs
  • Organize and ensure analytical reporting and project evaluations and collect and captures lessons learned from the project implementation

 Create synergies with other income generation or inclusive prosperity initiatives in the country or other UNDP initiatives to maximize the project impact

  • Provide substantive input by feeding back data from implementation and field monitoring of project activities, needs of project beneficiaries, targeted communities and vulnerable groups that will inform the development and fine tuning of the Project strategy and pipeline development
  • Collaborate intensively with Creating Job Opportunities for All – Main phase Project including other projects to maximize the impact of UNDP’s interventions that will contribute towards achievement of the expected outcome under the UNDP’s Country Programme Document 2021-2025

Ensure Gender mainstreaming within the project focusing on achievement of the following results:

  • Ensure gender is effectively mainstreamed throughout the project activities, work plans, budgets, reports, research, analyses and, where specifically relevant, analyzed in detail
  • Ensure gender equality is mainstreamed throughout team, consultant and staff management activities
  • Ensure knowledge on gender equality is incorporated in Project Knowledge management activities and products

Institutional Arrangement

  • The Project Analyst will report to the Head of the UNDP Inclusive Prosperity Unit (NOB). The Project Analyst will be located in Skopje but will also travel throughout the country as per the requirements of the project implementation. Nationals or others legally authorized to work in North Macedonia are eligible. (country of citizenship or place of permanent residence)

Desired additional skills and competencies

  • Experience of working in projects with a focus on employment, business support to SMEs and similar;
  • Demonstrated experience in co-operating with labour market institutions, private sector, business associations and networks, academic institutions, finance and micro-finance institutions;
  • Experience in management project teams.

Required Skills and Experience

Education:

  • Master’s degree in Business administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.
  • Bachelor’s degree in related field with additional two years of experience may be accepted in lieu of Master’s degree.

Experience:

  • Master’s degree in Business administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.
  • Bachelor’s degree combined with 2 years of work experience preferably in project management, programme/project coordination and monitoring, provision of advisory services
  • Longer project management/coordination experience would be an advantage.

Required Language(s):

  • Language proficiency in English and Macedonian (written and oral)
  • Knowledge of languages of local communities shall be considered an asset.
